This is a sidewinder hose support for your outgoing sewer pipe. You probably already know, but if not I'll explain, but your trailer has a single large pipe that allows both your gray and black water to flow into the sewer system (gray water is your 'sink' and 'bath' water, and black water is your 'toilet water'). To purge your RV or travel trailer tank, you need to hook up your RV's sewer pipe to either a dumping station or to a sewer connector, pull the lever, let it all flow out, and close it up!

What's nice is that a common practice is to leave your gray water line open the entire time you are at your site. This means that you don't have to worry about your gray line/tank ever getting full - it's constantly flushing into the sewer system. However, since you have your sewer pipe connected you'll need to make sure that there are NO DIPS or bends in the pipe that would cause a clog to form.
